On October 27th, Patrick O'Grady, the engineering supervisor of Ava Labs, announced that Avalanche Cortina 14 has been released. The upgrade includes adding TransferSubnetOwnershipTx (inactive) and support for rotating non-elastic subnet control keys. This major execution change may be included in the next Avalanche network upgrade (V1.11.0).
